Connecting at YUL (US-INTL) during COVID

Hello Fellow Canadians!

I know that thing are constantly changing but I'm trying to understand the rule of thumb:
I'm looking to book a flight from IAH - YUL - TLV on June. Found a great fare on PE.

I have 1.5 hrs connection, but it prompts me to call them and ask about COVID protocol and 3 day quarantine - does that apply to connecting passengers too traveling through YUL or YYZ?
