There was a post above about location in Vermont. I would add that while the road you are traveling is important (i.e, major highway like 89 or 91), it's good to also take into consideration winter tires. Often these can be more important than four wheel drive in certain circumstances. I've no idea how to guarantee that a car rental company gives you winter tires instead of simply all season tires though.
