I don't disagree that it doesn't extend the life of the plane, but I'm not sure why you're focused on that. This is actually not very specialized, and you would see similar rules across other assets for refurbishments and major maintenance expenses, whether it's an aircraft, a ship, a building, a nuclear reactor, an industrial printing press, it doesn't matter.
