I would assume only when the travel ban on EU / UK & Ireland citizens is lifted which will allow, somewhat, normal passenger traffic to resume and thus make it worthwhile for BA to reopen their lounges.
While it is still crystal ball time, the U.S., on it's current vaccine trajectory, will be in a position to offer a jab to all adults who want one by August, so I think by late summer they may look to re-open certain travel corridors with equally low case countries, which hopefully will be the U.K. / Europe by then!
