Sort of... They consider "without any penalty" to only refer to the change fee. If in a different fare bucket, they will quote you some additional number of miles and taxes that don't have any correlation to the difference in miles and taxes that you can see if trying to book initially and by that, I mean they are much higher. They can't explain why. And they will always charge the phone charge fee.
Effectively, you can make a single change this year into the same fare bucket without any cost other than a phone charge fee of $30.
