I think the rule you quote is for confirmed upgrades. If it’s important to me all ask at check-in whether a suite will be open later in the week and whether room change would be possible. It depends on the hotel and how known you are to the hotel i.e. frequent guest or no.

Splitting up the booking will work if you apply the TSU to the whole reservation and then add on days. But splitting an existing reservation in two In applying the TSU to just one segment probably won’t work
