Per a buddy of mine who lives in Chicago:
"Skylight Bar and Grille at 2824 N. Ashland"
And
I just remembered, Nick's Fish Market, Clark and Monroe Streets. Make a Reservation
here. Definitely passes the quiet test.

Gayot Restaurant Reviews
Nick’s has a look that is reminiscent of a 50s supper club that fell into the 90s. The main dining room is still on the lower level, and spacing between tables and intimate one-step-up booths make for polite and easy conversation (read: low noise level). This is a very service-oriented restaurant from the guy who takes your car to the hosts to the waiters and busboys.
