The NYS (and other government) websites often lag the announcements. For example, here's a NYS county health department pronouncement regarding the need for fully vaccinated people to quarantine after exposure to a COVID case:

That county policy was put in place February 23, the Governor had announced the policy change February 11, and the site even states, "Although the official written State guidance has not yet been released, local health departments have been told that they may move forward with adopting the recommendations."
