Yes, Marriott EMEA and, especially APAC, are often far superior to the same brand elsewhere.
I would say this is the main problem.

And also the number of elites in AMER region did outnumber those in APAC and EMEA. So hotel in AMER region receive way more elites daily, hence the issue with upgrades and 4pm late check out?
