US immigration and nationality act makes people inadmissible if they have histories of health, criminal, security or other problems.
You will not be allowed to enter or remain in United States if you:
* have a communicable disease such as tuberculosis or HIV(AIDS)
* have a physical or mental disorder that makes you harmful to others
* are likely to become a public charge(dependent on welfare)
However, the US embassy here in the UK says you can enter ,but you need a special visa (even if you are visa waiver eligible):

Also, IIRC wasn't there a recent case of some Canadian doctor being denied entry for an HIV conference in the US?
