I’ve done this many times with no problem. Same with flying into YYZ. You are permitted to go directly to your final destination. They do not expect you to keep and pay for the rental car for 2 weeks unused. Whether you fly into YYZ and drive your car home or rent a car and drop it at YYZ is the same.
