The quarantine list is not based on citizenship, but on where you are travelling from.
Canadian and US citizens without residence permit for Switzerland are not currently allowed to enter Switzerland.

People allowed to enter Switzerland must quarantine if they have been to the US in the last 10 days. No such requirement currently exists for Canada.
