Might be true that it in fact came from Nepal. However, I think it is more likely in general to spread the virus in this long and inefficient procedure at HK Airport than after 2 weeks quarantine. So instead of introducing this 21-days jail on all arrivals, it would have been far better (from a health perspective) to streamline the procedure at the airport and then introduce a true origin-risk based approach: In Australia or New Zealand virus numbers are incredibly low, so it is ridiculous to force ppl from there into 21 days confinement. Some parts of Europe or North America are quite bad in the moment, so they justify a longer quarantine.
Other countries have adopted such risk-lists with different quarantine or entry restrictions. But again, in HK it seems like a political decision to blame foreigners for the virus.
If HK adopts a risk based approach, the Mainland, Taiwan, Australia and NZ would already be in a HK travel bubble.
