Not permissible. Someone 16 or older will need to sit in WT. None of the four kids meet that criterion.

It is possible that the crew may miss the violation, but it is a safety rule designed to assure that there is a responsible adult to attend to the children in an emergency (which neither of you can do in WT, while seated in F).
