Nothing gives. The policy allows you to make changes without paying a change fee. Under normal circumstances, you'd have to pay the fare difference if the new fare is more expensive (and UA keeps the difference if the new fare is
less expensive -- heads they win, tails you lose). However, due to the schedule change, they will
also waive the fare difference for certain small changes. This message doesn't mean that your second change would incur a change fee -- it's just saying that your second change might incur a fare difference if the new fare is more expensive.
