You'd have to be terribly unlucky to not get a substantial upgrade - the hotel is running in the 20-25% occupancy range and while many hope for a Spring Break bump, nobody is expecting occupancy to top 50% anytime soon or at least until the requirements to enter the state are relaxed.
Has it changed? I thought you just needed a negative Covid test less than 72 hrs before your flight.
