I have VPN on my cellphone and I just reloaded my gift card with the AmEx card, I also reloaded more $$ with my AmEx Bonvoy, Bonvoy Brilliant and Hilton Aspire and they all got credited within 4 days this time for $10, $20, and $20 respectively.
Other restaurants' e-Cards don't seem to work so I'm not going to attempt another one.
I've not attempted using Starbucks card/app here so I can't tell you if the app/giftcard works abroad, there're just so many good places to eat/drink and you don't want waste money with Starbucks. I'll be returning in April and this seems to be the only way to get something (loading Starbucks giftcard) while abroad.
Something seems amiss here. I would contact Starbucks and ask them to look at your account. Maybe there’s a glitch somewhere that needs to be cleared/reset. Certainly worth exploring that avenue I think.
I had the same issue earlier and it seemed to resolve a few days later.
