The Federal Government has a measure of when the "federal" green zone TT bubble will be suspended due to COVID-19 in New Zealand. But QLD is different.

24 Feb 2021 (news.com.au)---->Queensland shuts border to New Zealand after COVID-19 outbreak
One state is shutting its border to New Zealand after an outbreak of coronavirus, ending all ‘green flights’ from tonight.

Queensland is shutting its border to New Zealand after an outbreak of COVID-19 in Auckland, forcing travellers to quarantine for two weeks. Chief health officer Jeannette Young said New Zealand was no longer a “safe travel country”, so all “green flights” would stop from 6pm on Wednesday. It comes after the Australian Health Protection Principal Committee received advice that the level of risk in New Zealand had increased. Dr Young said the border decision was made to protect the health of everyone in Queensland.

Coronavirus: NSW shuts border to Auckland, orders New Zealand travellers to isolate
Auckland has been officially labelled a hotspot by NSW Health meaning all arrivals from the city will need to go into hotel quarantine. From midnight tonight all arrivals from Auckland into NSW will be required to go into hotel quarantine. This includes anyone who has been inside Auckland airport, with travellers given the option to pay up for quarantine or leave Australia to head back to New Zealand.

NZ has been much more conservative on CV19 but has not (yet?) imposed a local lock down.

25 Feb 2021 (news.com.au)-->Victoria, Queensland, Tasmania, NSW change border rules for New Zealand after COVID-19 outbreak

Is more poor click bait "headline" reporting than factual. The state governments cannot close international borders. What they can do is require people entering the state to spend 14 days in a quarantine facility (state health directive). International airports are federally controlled. Most people will stay in NZ rather than 14 days at a own cost of ~$3000. The airline can and have cancelled flights.
