Horizon has different call centers. I check their site, but did not find any information about their call center hours. I can only assume that the Alaska and Horizon call center hours will also be the same.

This is from the Alaska Air website:

Horizon Air: 1-800-547-9308
Daily: 5:00 a.m. - 2:00 a.m. (PT)
