Can you mention a few names/platform in EU for that?

Some Asian country Banks blocked top up using Credit Card,
you need to Top Up with Debit card
You can also get https://www.curve.com/ (soon to be launched in the U.S.), they issue only debit cards (commercial and consumer) and you can add all your MC / Visa cards with Curve, no matter if debit, credit, consumer or commercial.
Its not a bank account nor a wallet, its just only a transaction forwarding system. Its like adding your cards to Google Pay, but instead, you add all your cards in Curve, pay with your Curve card and Curve charges your underlying cards the same amount + comes with a few extra features that not all banks support yet (Apple Pay, G Pay, 0% fx fees (fair use policy), instant app push notification, 1% cashback on selected merchants on top of your cc cashback, go back in time (you can pay with your underlying card A and have it later changed to card B up to a few months after the initial transaction)
This way you only have to carry 1 card in your wallet + pay with a debit card where only accepted and have your credit card charged by Curve.

Re MS:
The well known that even blogs write about:
Revolut (top up to 100k€ / year before you're on suspension), you can wire out the money then without any fees to your checkings account
Boon Planet by Wirecard bank, I believe it was like 50k€ / year, doesnt exist anymore due to Wirecard collapse
Paypal friends, you can send money to a friend p2p and pay with any card, even AmEx, without paying a paypal fee as long as you mark the transaction as "friends" instead of a commercial transaction. AmEx however cancelled a few users cards after sending even small amounts, so better to not use AmEx
PayPal doesn't block you as long as its not excessive, a few k€ / month are ok
+a few others that are not publicly discussed, but most of them are under 20k€ / year
