Since when does the government communicate that way to the public? I don't think we should forgive their lack of clarity, and how long this lack of clarity has been sustained. The $2000 figure was thrown out as a statement of force. The government has not justified this by saying up to $2000 for a family of 4 in a fancy hotel during a significant hotel market downturn. The original phrasing suggested a government-approved penalty of $2000 per person.
