Tell me, what risk is being mitigated by stopping a bag from staying behind?!? That’s what short-checking is, surely?
I am not saying the policy is logical in that an abandoned bag at an airport is inherently less risky than one on an airliner. Except of course that storage and triage of such abandoned bags at an airport is not necessarily right below the passenger compartment of several hundred people hurtling through the air at 550 mph.
