Is Hyatt Regency Sonoma breaking any Hyatt rules on award availability?

I am looking for a place for a Memorial weekend trip and looking to use the many Cat 4 certs I have. Looked up Hyatt Sonoma and they have no award availability. In the Hyatt app, they don't have any standard rooms available, so they appear to be in the clear.

But, what Hyatt Sonoma is doing is to only sell standard rooms as part of a "Parking package" where the parking fee is already included and not include any standard rooms in the standard rate. This hotel does charge for parking in the adjacent lot during normal times (I have stayed before), but in the weekend before and after, they do not put every standard room in the "Parking package". Feels like they are breaking the spirit of the rule. Has Hyatt Sonoma found a loophole? Or is this not allowed by Hyatt corp?
