I assume if you have booked using a Gold Priority Award (which costs double avois) and you were then downgraded, the 75% refund will be by reference to the actual amount of avios you redeemed for the seat not the standard price. So taking the example above, if you'd paid 160,000 avios rather than 80,000 then BA would presumably offer you a refund of 40,000 for the downgrade (or if they were trying it on only 20,000!) and you would actually be due 120,000 (75% of the 160,000 that you actually paid).
