It's less likely to work if there's a checked bag or if the airlines aren't partners. The checked bag would seem to require that you enter Japan to retrieve and recheck it. Check in and boarding is more likely to be allowed if the first airline's airport agents can see the ticket and reservation on the second airline. Still, separate tickets aren't a connection and the destination of the first ticket would be Tokyo.
