How do I prove to them that NRT transit is "sterile" and perfectly normal & frequent, and that this does not cause any "issues" along the way? 21 day quarantine in HK is already planned as required (relative is a permanent resident of HK so no issues there). No issues w/ getting the negative PCR test in the US prior to departure too.
