The shortcut is open and staffed, but you may or may not actually be able to use it.

I flew out of Vadodara earlier this week, BDQ-DEL-EWR on AI. Baggage checked through, and both boarding passes issued at BDQ.

At the aforementioned shortcut entrance to international departures at DEL, they checked my RT-PCR negative test, stamped my DEL-EWR boarding pass (which was already stamped for the negative test at BDQ), then directed me to go through baggage claim then upstairs to the checkin area to enter immigration. When I asked why I couldn't just enter there, was told they would only allow it 2 hours before departure. They were not allowing ANY pax through that entrance, only staff. Didn't want to waste time with pointless arguing, just went through baggage claim then upstairs, had a snack, then went to immigration.
