The government did say that there would be limited exceptions/exemptions. Without know further details at this point, hard to say who'd qualify under such rules.
A lot of seniors who snowbird are on a fixed income and an additional unbudgeted expense of $2,000/$4,000 per couple will be a big hit. They are vaccinated, have a negative 72-hour covid test and will feel that this is unreasonable especially since they left Canada prior to the 3-day hotel announcement. They might also have some unique medical or dietary needs. Their only way around it is to cross by land.
