Whether the ticket is reissued and there is thus, a new ticket is not relevant under AA's "no change fee" policy.

Even tickets which are not reissued may be changed more than once (most tickets are not reissued when a simple change is made).

AA permits fee free changes. You pay the fare difference if there is a price increase and AA issues a credit for use on a future if the price is lower.
