I haven't paid attention recently, but the main terminal is under extensive renovation (which I'm sure you noticed ) for a couple of years now which I assume is the reason.

At one point access north-south was cut off on some levels inside so you'd walk outside to get around it (so maybe they wanted to keep the path clear?), plus I imagine the luggage system was disconnected to the outside as they gutted the inside.
