Located no more than 10 km from an international airport; proximity to a designated quarantine facility is an asset
So a selection criterion is proximity to the facility where the next 11 days would be spent, which suggests they already have those set up, or at least the locations have been chosen. If the hotels are all within a cluster with a 10km radius from the airport, for this to be among the criteria doesn't make a lot of sense.
A good friend of mine in Montreal is a trucker, and he delivered mattresses to а building that he was told would be a covid facility of some sort. The location was around 60km from YUL. If what he says is true, it still isn't clear if the building (a non-descript one with a fence around) was being prepared by the feds or the province of Quebec. That was in December, not long before Christmas.
