If they are allowing smoking breaks outside, that means they are not serious about enforcing quarantine.
Someone needs to be sent to Bangkok , Hong Kong, Singapore, etc to see what a hotel quarantine means ( door keys that will only open the door once...)
I can see giving smokers smoking rooms or balconies, but letting them walk the halls, take the elevators, and use the common elements every hour?
What is the point of quarantine?
