You can see that one obtains L3 data since it is so valuable to every industry's data miners.
New one to me - I know to avoid L3 data providers for Amex gift cards, have always targeted Level 2 which I've assumed are safe. Saw a new one "Fleet."

Anyone know if that is safe for Amex and gift cards?
