I would certainly like to hear how you checked if L3 data was being sent.. Just short of calling the card's customer service and playing "Guess what I bought?", I don't know a way...

You can't datamine if you lack the data. Credit card companies and banks do extensive research for marketing purposes.
Don't assume that the information is not being provided. It may just not being processed to our detriment.
