During the Hilton 12x promo, they did clawbacks even from people who specifically bought GCs in less-obvious amounts from grocers that did not transmit L3 data. Of course, I'm sure they just flagged large amounts of grocery spend and didn't do any further digging.
agreed- easy enough for them to do a blanket STOP on large grocery purchases during a promo. But in general I do not think grocers are giving L3 data
In any case, I always throw in a few grocery items with the GC as an additional mitigation
