Where did you see that the reduced requirement of 30 nights for Globalist must be reached by 2/28? My understanding was that these are the lowered requirements for elite status throughout the entire 2021. I couldn't find anything on Hyatt website saying that after 2/28 the requirements go back up to what it regularly is (i.e. 60 nights for Globalist).

That's why that previous post mentioning spend needing to be completed by 2/28 had me confused because I wasn't sure why it made a difference if you can reach Globalist at any time in 2021 when you reach 30 nights.

It's the double nights promo for actual stays that's ending 2/28. So that made reaching Globalist even easier because you can stay just 15 nights by 2/28 and you're there (with CC nights and/or CC spend in addition to stays, would be even less than 15 nights needed, as will be the case for me).
