Usually I don’t see any “Guarantee Availability” rate unless hotel is completely sold out. I am curious to know which of the Hyatt property is sold out during COVID. Do you mind sharing?

If local government is not shutting down hotels, maybe there was an outbreak at the hotel and the hotel is doing the right thing by shutting it down for some deep cleaning?

As inconvenience as this might be, Hyatt, airlines.....all have been flexible with their non-refundable rates. I for one would let the doors swing both ways and not requesting any compensation for something that might be out of their control.
