sorry to hear of your father’s problems. Does he live alone or only with carer(s)? If so, then under English law (I’m unsure if this extends to scot/ Wales or NI) you are allowed to form a bubble with him, irrespective of the fact that he lives abroad and irrespective of his needs. Any household containing only 1 adult excluding any carers can form a social bubble with another household, provided the bubble is exclusive ie neither party enters another bubble arrangement. The same ruling applies if you are the one that lives alone.
