Some airlines change flight numbers when it is a cargo only flight on a scheduled route, like UA flights to Israel right now, eg SFO flight UA954 shows cancelled, instead there is a flight with the same timing labelled UA2768 (same aircraft type as well).
Others like LY don't bother changing the flight numbers.
