The TSA link states:
One spare battery, not exceeding 300 watt hours, or two spare batteries, not exceeding 160 watt hours each, are permitted in carry-on bags
So the TSA officially would allow a 300Wh battery for airline's that allow it. Meanwhile, the FAA follows JAL's guidelines of 160Wh limit:
FAA | Pack Safe | Batteries, lithium
With airline approval, passengers may also carry up to two spare larger lithium ion batteries (101-160 Wh)
My inquiry is specific to the real world process of airline approval.
