Thanks for the info. BWI would be the easiest so I'm leaning towards that location. I figured this past year there have been a lot of changes and some locations I have been to have had 0 vehicles in the EA or ES. Figure I'd try to go with the one where there would at least be a chance of something for the drive.
I was at BWI recently when they had just 3 cars on the aisle. It's just hard to predict anything lately.
You could get off at BWI and see what they have, and if there's nothing good, you could take MARC to Union Station and then Metro or taxi to DCA. It would be a bit of a hassle especially with all the shuttles at BWI, but it's an option.
