Reread the page and it does mention "Lithium batteries with more than 100 watt hours may be allowed in carry-on bags with airline approval"

Anyone have experience whether there is a strict system in place that enforces this?

Apparently, JAL sets the limit to 160Wh maximum/battery and up to 2 batteries.
