AC volunteering refunds is the most surprising part. This may risk some needing medical assistance from pinching themselves to see if it is for real.
Obviously the government won't let an airline simply rebook to another carrier like UA/CM as it would be trying to skirt the new rules. If people are tempted to do so on separate tickets, it is easy enough for CBP to ask or see if someone arriving from the US or Panama has been to Mexico or the Carribbean in the last 14 days.
