In my experience, the luxury selection at DCA is pretty weak because they are a small location. Lots of X3s, Q5s, etc. So I would go with BWI or IAD, whichever is easier to get to.

That said, the selection in general is weaker than it was before the Wuhan virus, so it's hard to know what to expect.
