This is the kind of screw up that should get someone fired. You do not have to ground your entire fleet to complete a "standard inspection." Inexcusable, absolutely inexcusable.
And the firing should go up the chain.
Bad processes are a management problem. Even if someone screwed up, it should have been caught.
