It reads to me that they will charge a one night deposit and that will be lost if you cancel/fail to turn up .
I had similar terms for a booking at ic Lyon for October, when the situation deteriorated there they allowed me to cancel without payment. However a few weeks before the reservation date they still had not taken money from my card
if you do need to cancel I would do it directly with the hotel rather than IHG
