This is just a case of the Tripadvisor rate not including 13% Service Charge and 10% Japanese VAT, whereas the Booking.Com headline rate is inclusive of those additional charges
$157 + 13% Service Charge = $177.41
177.41 + 10% VAT = $195.15
which allowing for rounding is the Booking.com rate pictured above.
No scam, no fraud, just how Tripadvisor.com displays prices. Run the same search on Tripadvisor.co.uk and it will return a rate of $198 which is inclusive of ancillary taxes and fees, based on an underlying rate of $159 a night as of right now.
