I think one of the big questions - besides (i) do they do this and (ii) does it apply to everyone coming from everywhere - is whether there is a 5 day test and release option. That would greatly decrease the demand on hotel rooms (though still outstrip LHR capacity) + make it marginally more palatable for people.
I think this is bit of an underestimate, if there is a 10000 room capacity around LHR this is good for about 4.5 A320 loads a day (4.5 flights x 150 pax x 14 days = 9450 rooms). Now you see the basic capacity problem.
