DP for those without a US PayPal account. It seems you still get the credit as long as the transaction posts to your AMEX in USD. i.e. Either the merchant bills the transaction in USD, or you have PayPal do the currency conversion.

I have a Canadian PayPal account, and I got the credit buying a USD Amazon.com gift card from Fluz.
