Does the merchant website dictate the ability to use PayPal without an account? For the past year or two, I've only see the PayPal login screen when I chose PayPal on the e-commerce websites I shop with. Would love to know if that's something we can bypass.
It seems to be the merchant in conjunction with PayPal that allows what kind of relationship the merchant will have with accepting charges via PayPal on the merchant's site and allowing a guest "bypass". PayPal Guest Payments seems to be the bypass, and it's up to the merchant to enable it:
